Description
As a Senior Advisor for Health and Human Services (HHS) at Amazon Web Services (AWS), you will play a pivotal role in driving cloud adoption and digital transformation across state and local government agencies, with a particular focus on Medicaid and healthcare delivery. Leveraging your background as a former Secretary, Medicaid Director, or Public Health Director, you'll bring invaluable experience in delivering high-quality, cost-effective support services, innovative procurement strategies, and robust policy and governance frameworks to government entities. Your expertise will be crucial in helping AWS executive customers navigate the unprecedented transformation occurring in the state and local government market segment, addressing challenges such as changing business models, cost reduction pressures, citizen engagement, cybersecurity threats, and data transparency.As a trusted advisor, and thought leader, you'll work closely with directors, mayors, city managers, and other healthcare officials and implement strategic initiatives that leverage the AWS cloud computing platform to drive business outcomes and modernize operations.
Your role will be integral to the Public Health, Eligibility, and Medicaid team, where you'll develop and execute a national strategy to improve programs across the country, focusing on system modernization to enhance health outcomes for beneficiaries. This position requires a unique blend of business acumen and technical knowledge, with a demonstrated ability to engage at the CxO/VP level, think strategically about complex challenges, and build compelling value propositions. Your creativity, analytical skills, and expertise in both Medicaid business and technology domains will be essential in building and scaling programs that transform how government uses technology to deliver services, ultimately impacting the lives of millions of Americans.
Key job responsibilities
- Build deep, trusted relationships with State and local HHS Agency executives, understanding their unique challenges and working backwards from their needs to develop solutions
- Serve as the voice of the customer internally, advocating for features and services that address real health program pain points
- Earn trust through deep domain expertise in Medicaid enterprise systems, state program policies, state procurement processes, and federal compliance requirements.
- Own business development outcomes, taking responsibility for both wins and losses.
- Drive measurable results through strategic opportunity identification, pipeline development, deal closure
- Think big about market opportunities while delivering on customer commitments
Innovation & Solution Development:
- Invent and simplify approaches to complex HHS technology challenges, leveraging AWS services in novel ways
- Work with partners and internal teams to develop repeatable solutions that scale across multiple states
- Challenge conventional thinking about government technology procurement and implementation
- Build and maintain strategic relationships with key government technology partners, creating win-win scenarios
- Develop joint go-to-market strategies that leverage partner strengths while advancing AWS adoption
- Collaborate across AWS teams (Solutions Architecture, Account Management, Marketing, Capture, and Professional Services) to deliver comprehensive customer solutions.
- Adapt quickly to changing political and regulatory environments while maintaining long-term strategic focus.

Qualifications
- Experience developing strategies that influence leadership decisions at the organizational level- 10+ years of business development, partner development, sales or alliances management experience
- • 10+ years of demonstrated enterprise-wide technology strategy and operations in state or local government
- • Experience developing strategies that influence leadership decisions at the organizational level
- • Deep understanding of government procurement processes, budget cycles, and legislative dynamics
- • Proven track record of leading large-scale technology modernization initiatives ($10M+ projects)
Extended Qualifications
- Former leadership role at a state agency, county, or large municipality- Experience with State Medicaid Agencies and government health and human service (HHS) organizations
- Proven track record of managing large-scale IT budgets (minimum $10M+ annually) and multi-year technology roadmaps
- Direct responsibility for technology governance, architecture decisions, and vendor management
- Established network of relationships with state government technology leaders across multiple states

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
