To power our next wave of growth, the HLS Chief Operating Office (COO) is building a new foundation for predictable, high-quality, secure, and accountable product delivery. We’re looking for an exceptional Product Planning Technical Program Manager (TPM) to lead the design and rollout of a unified product planning and release management ecosystem — one that connects strategy to execution and ensures we’re building the right things, at the right time, the right way.

You’ll work within the COO but operate across every corner of the business — collaborating with product management, engineering, marketing, compliance, and Microsoft partner organizations. You’ll influence leaders, orchestrate alignment, and help transform how HLS operates to win the market with confidence.

Responsibilities

Lead a Connected Product Planning Ecosystem

Design and operationalize a unified, end-to-end product planning and release management framework across HLS.Embed best practices that drive clarity, accountability, and agility from ideation through launch.Create the connective tissue between teams, ensuring visibility into priorities, dependencies, and readiness. Bring Predictability and Transparency to Delivery

Build and maintain consistent, real-time reporting for roadmap status, release readiness, and delivery health. Partner with product and engineering to establish milestone-driven roadmaps that enable informed tradeoffs and predictable outcomes.Establish rhythm-of-business processes that help leaders steer, support, and scale effectively. Drive Continuous Improvement and Operational Excellence

Apply a transformation mindset — diagnosing pain points, simplifying processes, and scaling what works.Leverage tools like Azure DevOps (ADO), dashboards, and AI-driven insights (e.g., Copilot agents) to automate and accelerate planning and reporting.Champion retrospectives and feedback loops to ensure teams are learning, improving, and evolving faster than the market. Connect, Coach, and Influence

Build strong partnerships across Product, Engineering, Compliance, Legal, and Marketing.Serve as a trusted advisor to executives and teams, connecting strategy to execution with empathy and precision.Foster a vibrant TPM community that shares best practices, elevates operational excellence, and celebrates impact.

Stakeholder Management — able to manage project stakeholders and stakeholder engagements. This includes identifying stakeholders, prioritizing their concerns, managing expectations, and planning and monitoring stakeholder engagements. Deep Program Management Expertise — skilled at building planning frameworks, managing cross-functional complexity, and driving measurable outcomes. Technical Fluency and comfort engaging engineering teams in discussions on architecture, DevOps, and release pipelines. Data-Driven Operator who uses metrics, dashboards, and insights to bring clarity and accountability to execution. Preferred Qualifications

AI-Curious and Future-Ready — passionate about how generative AI and automation can elevate operational excellence. Strategic Systems Thinker who thrives at the intersection of people, process, and technology. Continuous Improvement practitioner – able to drive process change leveraging tools such as Gemba walks and Kaizen events.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
