OverviewMicrosoft Silicon Cloud Hardware Infrastructure Engineering (SCHIE) is the team behind Microsoft’s expanding Cloud Infrastructure and responsible for powering Microsoft’s “Intelligent Cloud” mission. SCHIE delivers the core infrastructure and foundational technologies for Microsoft's over 200 online businesses including Bing, MSN, Office 365, Xbox Live, Skype, OneDrive and the Microsoft Azure platform globally with our server and data center infrastructure, security and compliance, operations, globalization, and manageability solutions. We are hiring a customer-focused, technically proficient Technical Program Manager to build internal tools within SCHIE organization to drive efficiency and scalability. As a Senior Technical Program Manager, you will lead high-impact, cross-org initiatives to drive efficiency, scalability, and innovation across SCHIE. You will partner with engineering, product, and business teams to shape strategy, deliver results, and foster a culture of excellence and inclusion.
You will partner closely with other Technical Program Managers and peer engineering teams to drive vision and deliver to our internal customer needs, including system performance, efficiency, scale, and functionality. Your ability to communicate clearly, collaborate across teams, drive for results, and influence without authority will be critical tools in delivering great results amidst complex, ever-changing requirements from the organization.

Responsibilities
The position entails collaborating with Silicon, Firmware, System and Software Engineering teams at SCHIE to comprehend their requirements for data analytics, AI/ML applications, and internal tools, with a focus on enhancing daily operations efficiency and scalability.
· Lead highly complex, cross-functional programs with significant ambiguity and strategic importance.
· Influence product and organizational direction, driving innovation and process improvement.
· Mentor and develop other program managers and engineers, fostering growth and best practices.
· Own risk mitigation, governance, and delivery for critical initiatives.
· Represent SCHIE internally and externally, shaping strategy and culture.
· Drive executive-level stakeholder alignment and communication.
· Ensure program objectives are understood and met, adapting plans as needed.
· Champion diversity, inclusion, and Microsoft values in all aspects of program leadership.
· Conduct thorough analysis of business and technical requirements, collaborating with stakeholders to prioritize and align with program goals.
· Working alongside the Software engineering team, you will be responsible for co-developing the technical strategy and predictable program roadmap for internal customers.
· Act as a liaison for clarifying requirements and facilitating communication between stakeholders and development teams.
· Coordinate end-to-end project schedules, including semester plans, milestones, timelines, and releases, ensuring adherence to established processes.
· Interact with business users to triage, prioritize, and address feedback within your domain.
· Define success criteria and foster relationships for implementing features in complex cross-functional projects, ensuring alignment across organizations.
Qualifications
Required Qualifications:
Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.2+ years of experience managing cross-functional and/or cross-team projects.Other Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to, the following specialized security screenings: - Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Preferred Qualifications:
Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.6+ years of experience managing cross-functional and/or cross-team projects.1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).4+ years’ experience managing cross-functional and/or cross-team projects.1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).Has a basic understanding of the Hardware (Silicon+System) milestones, deliverables and interdependencies for establishing an accurate and effective business and technical requirements. Background in EDA methodologies and CADA proven record of unblocking teams by demonstrating creative thinking to drive solutions for complex problems.Exceptional communication, negotiation, and stakeholder management capabilities.Proficiency in project management tools and methodologies like Jira, Azure DevOps, or equivalent platforms.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
