CO+I is responsible for the infrastructure, security, compliance, operations, globalization, and manageability that power Microsoft’s cloud platform. Within CO+I, the Air Gapped Cloud (AGC) Delivery & Execution organization is responsible for delivering secure, mission-critical infrastructure in highly regulated environments. This team translates demand signals into predictable capacity delivery and serves as the single-threaded owner for end-to-end infrastructure execution. The organization integrates program management, datacenter development, construction, integration, and readiness—from early planning through operational handoff—while upholding the highest standards of security, safety, quality, and compliance.

The Director of End-to-End (E2E) Program Management is accountable for the successful delivery of complex, mission-critical programs from concept through Colo Ready and live operations. This role serves as the single-threaded leader responsible for integrating scope, schedule, cost, risk, and cross-functional execution across internal and external partners. The Director ensures secure, predictable delivery of AGC capacity commitments while acting as the source of truth for program health, delivery status, and risk. This role provides clear insights and decision support to AGC leadership.

Responsibilities

Program Execution & Delivery

Own end-to-end execution of AGC programs from Concept and Kickoff through Colo Ready delivery.Partner with Program Sponsors and Segment Owners to establish clear accountability across Initiation, Planning, and Execution phases.Own program entry and exit criteria for each phase, ensuring readiness alignment across all disciplines.Drive integrated delivery across design, construction, IT, commissioning, security, and operations.

Schedule, Cost & Controls

Develop and maintain the program baseline schedule (Schedule 1.0) aligned to approved delivery commitments.Partner with cost and finance teams to align schedule and cost baselines.Monitor execution performance using milestones, leading indicators, and corrective action plans.Ensure disciplined controls to protect committed delivery dates and outcomes.

Risk & Change Management

Lead proactive identification, analysis, and mitigation of program risks.Maintain a Program Risk Management Plan with clear ownership and mitigation strategies.Manage program change ensuring impacts to scope, schedule, cost, and security are clearly understood and governed.Escalate issues with clear options, recommendations, and data-backed tradeoffs for leadership decisions.

Reporting & Governance

Serve as the single source of truth for program health, progress, risks, and issues.Provide regular executive reporting to AGC governance forums.Maintain core AGC reporting artifacts and delivery plans with transparent, consistent optics.

Continuous Improvement & Leadership

Drive lessons learned and root cause analysis to improve predictability and execution maturity.Contribute to standardization of E2E delivery practices across AGC programs.Mentor and coach program managers, raising the bar for E2E execution excellence.

Qualifications

Required Qualifications

Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.1+ year(s) project or people management experience.3+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements

Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. Preferred Qualifications

Bachelor’s degree in Engineering, Construction Management, Business, or related field.10+ years of experience leading complex programs with accountability for scope, schedule, risk, and resources.Demonstrated experience delivering programs in regulated, secure, or mission-critical environments.Strong executive communication and stakeholder management skills.Experience delivering hyperscale data center or infrastructure programs.Familiarity with Microsoft Cloud, CO+I delivery models, or government-regulated environments.Strong analytical skills with experience leveraging schedule analytics and program performance metrics.Proven ability to influence and lead through ambiguity in matrixed organizations.

Technical Program Management M5 - The typical base pay range for this role across the U.S. is USD $142,800.00 - $274,800.00 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000.00 - $304,200.00 per year.
