The Source-to-Pay (S2P) Solutions Team within Global Payout Solutions, Finance Operations, delivers technology capabilities that enable AI transformation across Source-to-Pay and Travel and Expense experiences. The team bridges business vision and engineering to create scalable, automated solutions that improve purchasing, supplier management, contracts, risk, compliance, and employee experiences.
Role Summary
The Sr. Procurement Operations Manager for Supplier Management serves as a Program Manager and Subject Matter Expert for the Procurement Supplier Performance Scorecard, the enterprise tool and process used to monitor managed supplier spend across books of business. The role partners with the Supplier Enablement team to enable program strategy, and leads planning, execution, automation, and roadmap development in partnership with internal engineering partners.
This role applies critical judgment, business analysis, and data-driven decision-making to identify opportunities, solve complex problems, and improve supplier performance programs. The successful candidate will connect business priorities, operational processes, data, and technology; define measurable outcomes; and influence cross-functional stakeholders to adopt changes that increase preferred-supplier utilization, strengthen supplier accountability, and accelerate corrective action for performance, compliance, and risk concerns.
Responsibilities
Key Responsibilities
Program Strategy, Planning, and Design
Lead the Procurement Supplier Performance Scorecard as the accountable program manager and subject matter expert, enabling program vision, strategy, scope, governance, requirements, and the plan of record.
Use user feedback, business insights, industry trends, and current- and future-state analysis to identify new capabilities and improvements, map end-to-end systems and process dependencies, and assess impacts across supplier performance, Source-to-Pay workflows, data, contracts, risk, compliance, and related platforms.
Define success criteria and performance measures—including objectives and key results, key performance indicators, service levels, adoption, usage, quality, impact, and effectiveness—and embed security, privacy, compliance, and control requirements from initiation through delivery.
Program Excellence and Execution
Own a portfolio of scorecard and supplier performance initiatives, including project plans, roles and responsibilities, timelines, milestones, financial and resource needs, dependencies, risks, and performance metrics.
Partner with Engineering to manage tool, prioritize requirements, resolve operational issues, strengthen data and process integration.
Establish and lead the rhythm of business, ensuring stakeholders communicate at the required cadence, decisions are documented, risks are mitigated, and owners are accountable for commitments.
Program Evaluation and Improvement
Use scorecards, dashboards, scenario analyses, and customer feedback to monitor program health, identify current and future risks, and surface opportunities to streamline, optimize, expand, or retire capabilities.
Conduct performance-to-value and cost-benefit analyses, including return on investment where appropriate, and contribute clear insights to business reviews and leadership decision-making.
Identify and deliver automation opportunities, including AI and agentic experiences for supplier surveys, contract analysis, recommendations, and performance insights.
Stakeholder Enablement and Change Leadership
Define and execute landing, communication, training, and adoption plans tailored to target audiences, business needs, and Microsoft's security principles.
Evangelize the program and its value through clear storytelling, scorecards, dashboards, presentations, proposals, and other collateral that build stakeholder understanding and commitment.
Influence senior leaders, engineering partners, operations teams, business owners, and vendors without direct authority, adapting communication and negotiation approaches to reach collaborative solutions.

Qualifications
Required Qualifications:
Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience. Preferred Qualifications:
Master's Degree in Business, Operations, Finance, or a related field and 6+ years of experience in program management, process management, or process improvement; or Bachelor's Degree in one of these fields and 8+ years of relevant experience; or equivalent experience.
Experience with supplier scorecards, supplier performance management, sourcing, procurement operations, supplier governance, contract lifecycle management, risk, or compliance solutions.
Experience managing an enterprise technology product or process through strategy, implementation, integration, adoption, run-state, and continuous improvement.
Experience with Source-to-Pay platforms, procurement technology, workflow automation, process mapping, or related enterprise systems.
Experience partnering with engineering teams on requirements, prioritization, release planning, service health, security, privacy, and compliance needs.
Knowledge of artificial intelligence, machine learning, advanced analytics, or agentic solutions and their application to business processes.
Experience leading complex, cross-functional programs with business, operations, data, engineering, and senior stakeholder groups.
Experience defining program strategy, success measures, roadmaps, project plans, risks, dependencies, and change or adoption approaches.
Experience using data, scorecards, dashboards, financial analysis, and performance metrics to identify issues, evaluate value, and influence decisions.
Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
