Business Manager, Financial Planning & Operations (Copilot, Apps, and Platform, CTO Exec Office)

The Copilot, Agents, and Platform (CAP) CTO organization is hiring a Business Manager to join its Executive Office. This role manages people, non-people, and discretionary budgets and provides reporting and insights that help leaders make informed workforce and investment decisions. It works closely with the Chief of Staff, CTO, leadership team, Finance, HR, Global Talent Acquisition, Procurement, engineering leaders, purchase-order owners, and administrative partners.

The role combines horizontal and vertical responsibilities. It contributes to CAP CTO financial governance, workforce practices, reporting, AI-enabled process improvement, and cross-team initiatives, while supporting aligned leadership teams with their workforce and budget portfolios. Day to day, the work moves between financial analysis, data reconciliation, leadership reporting, workforce and funding actions, partner problem-solving, and support for organizational transitions.

This opportunity is well suited to someone with strong financial and analytical judgment, exceptional organization and attention to detail, discretion with sensitive information, and the ability to create clarity when information is incomplete. This role is based in Redmond, WA and is designated as an onsite position. While the formal requirement is a minimum of three days per week in the office, the team typically works onsite approximately four days per week, flexing based on business priorities, collaboration needs, customer engagements, and key milestones.

Responsibilities

Resource Allocation and Workforce Planning

The Business Manager coordinates resource allocation and workforce planning for CAP CTO and aligned leadership teams. It is responsible for consolidating inputs, developing scenarios within established priorities, maintaining source-of-truth data, executing approved allocation decisions, tracking actions through implementation, and communicating risks and options; it consults Finance, HR, Global Talent Acquisition, and managers and keeps leaders informed. The outcome is accurate workforce information, timely execution, and resources aligned to approved priorities.

People Budget, Headcount, and Backfill Management

The role manages funded headcount and position-number reconciliation, hiring and backfill plans, university and intern hiring inputs, transfers, mobility, location actions, workforce forecasts, and related system updates. It applies established CAP and corporate guidance, coordinates required approvals, and executes defined aspects of reorganizations, organization-design changes, workforce transfers, and resource reallocations through data preparation, workback plans, stakeholder coordination, system actions, and implementation tracking. The outcome is headcount that reflects approved plans and workforce changes that complete accurately and on time.

Non-People and Discretionary Budget Management

The role manages non-people and discretionary budgets across vendors, purchase orders, cloud and GPU capacity, AI token spend, and related investments. It is responsible for targets, controls, forecasts, audits, and regular reviews; it consults Finance, Procurement, engineering, and purchase-order owners to resolve variance, identify course corrections, and develop options for leaders. The outcome is disciplined spend and investment aligned to the highest-value work.

Reporting, Insights, and Decision Support

The role delivers regular and ad hoc reporting on workforce, spend, forecasts, and investment performance. It identifies trends, risks, opportunities, and available choices and translates them into clear insights and recommendations; it consults relevant partners and keeps the Chief of Staff and leadership team informed. The outcome is shared understanding, earlier action, and clear follow-through on decisions.

The role also partners with the leadership team on planning activities and business reviews that directly relate to its portfolio, coordinates with corporate planning processes, reviews privacy and compliance requirements, and supports continuity of business operations during periods of change or special circumstances.

Organizational Health and Change

The role supports the workforce-related dimensions of organizational health, including org hygiene, workforce and geographic mix, compliance training, and employee signals that affect workforce or investment decisions. It partners with HR and designated owners to apply company guidance, define actions and communications, and track progress, including during organizational transitions. The outcome is a healthy workforce plan, clear follow-through on organizational priorities, and continuity through change.

AI-First Operating Practices

The role helps transform the portfolio of recurring workforce and budget-management work using AI. It is responsible for identifying manual work, building centralized tooling and automated workflows with clear guardrails and exception paths, measuring improvements in speed, cost, quality, and effort, and sharing proven prompts, skills, and practices across the Business Management community. Over time this work is expected to reduce Business Management support needs further down in the organization, while human expertise, relationships, judgment, and accountability remain central.

Business Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
