Description
Develop comprehensive should-cost baseline models, parametric cost estimates, and bottoms-up custom estimates based on Basis of Design (BOD) documents and site test-fits. Evaluate developer and General Contractor pricing down to Level 1 Construction Specifications Institute (CSI) formats and trade package levels, reconciling budget deltas to support Development Agreement (DA) negotiations. Partner with Program Controls and Long Lead Equipment (LLE) teams to build defensible budgets for funding cycles, ensuring all site-specific adders and equipment Bill of Materials (BOM) are accurately captured. Establish and manage estimating work streams, creating standard conceptual templates for developer costing and maintaining baseline estimates tied to design milestones.A problem isn’t truly solved until it’s solved for all. As a Technical Program Manager at Google, you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

It evaluates external developer pricing down to trade package levels and reconciles budget differences to support contract negotiations. The position partners with internal teams to build defensible budgets and accurately capture site-specific costs for project funding approvals. Additionally, it establishes standardized estimating workflows, templates, and baseline tracking tied to key design milestones while integrating cost management systems and collaborating cross-functionally as an estimating expert to mitigate financial risks

The US base salary range for this full-time position is $192,000-$278,000 + bonus + equity + benefits. Our salary ranges are determined by role, level, and location. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Qualifications
Minimum qualifications: Bachelor's degree in Engineering, Construction Management, Finance, a related technical/financial field, or equivalent practical experience. 8 years of experience in program management. 5 years of experience in data center program management, construction estimation, or design for cost. 3 years of experience working with financial controls, data center infrastructure, or technical projects. 2 years of experience managing estimation workflows, analyzing trade package pricing, or utilizing cost management systems (e.g., e-Builder).Preferred qualifications: Master's degree or MBA with an emphasis in a technical or financial field. 8 years of experience managing cross-functional or cross-team projects. 5 years of experience as a quantity surveyor, project controls manager, financial analyst, or construction estimator. Knowledge of general construction market conditions, industry trends, and cost benchmarks. Ability to set strategy, collaborate, and influence across multiple levels of an organization. Excellent problem-solving skills with high attention to detail, capable of solving problems holistically and separately of organizational boundaries
