Boeing Commercial Airplanes (BCA) is seeking a Senior Quality Manager (Level L) to support the Regulatory and Quality System Oversight (RQSO) Team in Tukwila, WA.

The ideal candidate for this position will be responsible for leading the PC700 Administration and SMS efforts, focusing on Safety Risk Management (SRM) and Safety Assurance (SA). They will work closely with BCA Quality, Programs and Business Units, Engineering Safety, Ethics, Corporate Investigations, and Law to ensure compliance with the BCA Quality Manual, Safety Management System, and other relevant command media. The candidate will also play a key role in integrating and promoting the PC700 QMS and SMS, establishing relationships with external FAA regulatory offices, stakeholders, customers, peers, partners, industry, and direct reports.

The role will involve collaborative work on PC700 Administration projects, PC700 Certificate management, and SMS Program implementation. The desired skillset includes flexibility, effective communication and influencing skills at all levels, proficiency in the Boeing Problem Solving Model (BPSM), and the ability to handle sensitive and confidential information.

Position Responsibilities

Develop and execute business plans, policies, and administration of procedures affecting the Boeing Production Certificate (PC) No. 700 Certificate issued by the FAADevelop organizational and technical strategies for PC700 QMS and SMS integration, and compliance risk managementCollaborate, lead and manage employees performing activities across multiple Quality Management skill sets and locations affecting FAA Type Certification, FAA Production Certification and sustainment, Supply Chain, Final Assembly, Flight Test (Experimental & Production), Airplane Certification and Delivery Operations, Post Delivery Modifications, AOG support, commercial spares, and corporate business ventures involving coded projectsOrganizational stewardship of PRO-2424, PRO-5932, associated Quality Manual and onePPPM writing integration and change managementEngagement and integration with Business Operations, Programs and Business Unit focals, the ODA Unit, and the FAA for changes and updates affecting compliance with PRO-2424, PRO-5932, and PRO-6906Integration with Engineering Safety, Ethics, HR, and Law office organizations regarding PRO-265, PRO-1334, the SMS Manual and related processes, systems, and tools related to Safety Risk Management, Safety Assurance, and Speak Up reportingProvides education, coaching, and networking on SMS integration with the Quality SystemAcquires and manages resources and leads process improvementsLeads, develops and inspires motivates employees and first level managers, both direct and dotted-lineProvides support to RQSO senior leadership and BCA Quality leadership as needed in support of PC700 QMS and SMS subject matter and project activities

This position is expected to be 100% onsite. The selected candidate will be required to work onsite.

The position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience)

10+ years’ experience with aircraft production or maintenance10+ years’ experience working with collective bargaining agreements and/or a union-represented workforce5+ years’ experience working with FAA certification offices5+ years’ experience creating and developing strategy plans and/or executing strategies and managing projects 3+ years’ experience working with Safety Management Systems1+ years’ experience in creating, defining, and documenting quality assurance processes and procedures including writing technical procedures in compliance with FAA Part 21, Part 145, AS9100, and customer requirements

Preferred Qualifications (Desired Skills/Experience)

Bachelor's degree or higherExperience working and interfacing with FAA regulatory offices (e.g. FAA MIO, CMO, BASOO, AIR, AFS (as needed)Experience with the BCA Quality Manual, onePPPM processes and regulatory requirements related to certification and airworthiness.Boeing/FAA correspondence, including legal counsel exchanges, associated with PC700 QMSExperience presenting and facilitating meetings with senior business leaders utilizing BPSM best practices

Pay is based upon candidate experience and qualifications, as well as market and business considerations. Summary pay range: 143,650 – 194,350
