Description
Project Kuiper is an initiative to increase global broadband access through a constellation of satellites in low Earth orbit (LEO). Its mission is to bring fast, affordable broadband to unserved and underserved communities around the world.As the Technical Program Manager, you will be responsible for driving cross-functional teams to deliver a customer obsessed law enforcement relations service (including lawful intercept). You must obsess over internal and external customers and successfully deliver support and services which meet regulatory guidelines and enable our business to respond with speed, and at scale. You are responsible for managing the lifecycle of a complex cross-functional program with considerable impact. You will be responsible for the delivery of large and complex projects that may or may not be tied to a larger program. You will be assigned to manage the roadmap for the Law Enforcement Response/Intercept Team s well as assisting with the broader Global Services Compliance team. This may include contributing to OP1/OP2 narratives, and ownership of one or more organizational goals. As a senior technology program owner, you are accountable for the overall strategy as well as driving teams inside and outside your organization to deliver.
To ensure business and technical stakeholder needs are aligned, you drive mindful discussions that lead to crisp decisions. You provide context (past, current, and future) for business/technology choices and a long-term perspective. You partner with customers and engineering teams to determine which projects move forward and in what priority order. You use your technical judgment to question proposals and test assumptions. You oversee the gap between teams, processes, and system architectures. You help teams/your organization reduce exposure to classic failure modes (e.g., requirements not sufficiently understood/documented, ineffective cross-team collaboration, long-term impact(s) from of the use of third-party technologies, APIs not protected, insufficient testing/gaps in QA). You solve ambiguous problems and proactively identify and mitigate risks (before they become roadblocks). You demonstrate good judgment in how and when to escalate (without damaging relationships). You are data-driven. You regularly review metrics and proactively seek out new and improved data/mechanisms for visibility. You ensure your program stays aligned with organizational objectives.

Export Control Requirement:
Due to applicable export control laws and regulations, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
Key job responsibilities
1. Define a vision, roadmap, and long-term direction for law enforcement response.
2. Proactively identify program and physical security initiatives, requirements, problems, and present sound solutions to successfully sustain and enhance the security program
3. Work closely with business and operations leadership, to define features and provide project updates.
4. Synthesize data and analytics to formulate sound program objectives and goals.
5. Develop and manage projects from ideation through execution, including project scope, timeline, and project execution; coordinating remote work closely with field teams.
6. Address bottlenecks, provide escalation management, anticipate and make tradeoffs and balance the business needs versus technical constraints.
7. Develop business metrics and KPIs to increase adoption and develop audit mechanisms (e.g., metrics, reporting, evaluation standards) to track and report on adoption.
8. Provide consistent, executive-level reporting on project status and outcomes.
9. Demonstrate effective communication skills (both verbal and written) across all levels of the business.
10. Influence senior leaders across Kuiper, and communicate progress, changes, issues, and resolutions clearly to all stakeholders.
This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.
• 6+ years of prior Technical Program Manager experience.
• Law enforcement, compliance or security industry experience responsible for complex projects
• Must hold or be capable of attaining a security clearance in the United States.
• Excellent ability to build strong relationships with internal and external clients and customers
Qualifications
- 5+ years of technical product or program management experience- 7+ years of working directly with engineering teams experience
- 3+ years of software development experience
- 5+ years of technical program management working directly with software engineering teams experience
- Experience managing programs across cross functional teams, building processes and coordinating release schedules
Extended Qualifications
- 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience- Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules
- Experience defining KPI's/SLA's used to drive multi-million dollar businesses and reporting to senior leadership

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $133,900/year in our lowest geographic market up to $231,400/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
