Within the Executive Office, we are seeking a Principal TPM Manager who will set the strategy and lead the team responsible for scaling Microsoft Security’s capacity and engineering efficiency function as a strategic operating capability. The role establishes the shared standards, decision rights, operating rhythms, and accountability mechanisms that empower engineering teams to innovate faster while operating within margin targets and improving the AI-driven economics of capacity, utilization, and cost at enterprise scale.

Responsibilities

This role defines and scales the work governance model for how Microsoft Security manages capacity, engineering efficiency, and resource economics as strategic business capabilities.

Set the strategy and operating model for Capacity & Engineering Efficiency as a core lever for innovation, margin discipline, and resource economics.

Lead the management system for infrastructure, AI, and engineering capacity, defining the decision rights, operating rhythms, and governance mechanisms that improve planning and optimization.

Establish FinOps and AI FinOps as durable engineering capabilities, driving the change management needed to embed cost, token, and margin accountability into engineering and product teams.

Manage the portfolio of highest-impact margin optimization opportunities, translating capacity, utilization, and AI consumption signals into business decisions and measurable outcomes.

Standardize shared metrics, accountability mechanisms, and execution practices that improve transparency, consistency, and work governance across engineering organizations.

Build and lead a high-performing TPM organization with the leadership depth, systems thinking, and influence needed to drive sustained transformation at scale.

Capabilities and Experience

Builds and leads high-performing TPM, operations, or transformation teams in large-scale engineering environments.

Sets strategy and translates complex business, technical, and financial challenges into scalable operating models and measurable outcomes.

Brings deep expertise in capacity management, infrastructure economics, engineering efficiency, FinOps, AI FinOps, or cloud systems optimization.

Uses data, systems thinking, and executive communication to shape investment, prioritization, resource allocation, and margin trade-offs.

Designs shared standards, decision mechanisms, operating rhythms, and metrics that improve execution quality, accountability, and operating discipline.

Leads through influence across engineering, product, finance, and business teams to drive adoption, behavior change, and sustained impact at scale.

Qualifications

Required/Minimum Qualifications

Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product developmentOR equivalent experience.3+ years people management experience.6+ years of experience managing cross-functional and/or cross-team projects.Other Requirements:

Microsoft Cloud Background Check:

- This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications

Experience leading large-scale, cross-functional programs in complex engineering or cloud environments.Experience partnering with senior engineering, product, finance, and business leaders to drive execution and business outcomes Experience in capacity management, infrastructure efficiency, FinOps, or related cost optimization disciplines.

Technical fluency in distributed systems and cloud cost drivers, including compute, storage, networking, and token-based workloads.

Experience driving cross-organizational changes through influence in highly matrixed environments.

Experience using data, telemetry, and metrics to improve cost, performance, and operational efficiency.

Technical Program Management M6 - The typical base pay range for this role across the U.S. is USD $165,600 - $296,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $220,800 - $331,200 per year.
