Description
OverviewMicrosoft Specialized Clouds (MSC) team. MSC builds and operates secure, compliant, and mission-aligned cloud capabilities for regulated and high-assurance environments — including specialized commercial sectors, governments and Defense Industrial Base (DIB). As our ecosystem expands, strong, strategic partner relationships are essential to delivering durable, compliant, and innovative solutions.
We are hiring a Principal Program Manager to own MSC’s end-to-end partner engagements across commercial OEMs and DIB partners. You will coordinate deeply with these partners, MSC Engineering, Business Development, CELA, and cross-company teams to ensure partnerships are healthy, productive, aligned with Microsoft strategy, and operationally unblocked. This is a high-impact, high-visibility role in the Technical Advisory Office directly supporting the President of the MSC organization.

Responsibilities
Partner Relationship Ownership:Serve as the primary PM owner for MSC’s strategic commercial partners for Azure’s adaptive cloud and DIB partners.Maintain a holistic partner health model, including joint workstreams, status tracking, risk identification, and executive reporting.Represent partner needs in MSC roadmap conversations, influencing product direction on durability, compliance, interoperability, and certification.
Cross-Company Alignment & Leadership
Collaborate with engineering teams to drive partner facing requirements, dependencies, investigations, and cross team decisions.Work closely with Business Development to define long-term partner strategy, identify new opportunities, and negotiate joint programs.Partner tightly with CELA to ensure compliance, data boundaries, export controls, and regulatory considerations are respected throughout the partner lifecycle.Support executive prep and materials for leadership including Douglas Phillips, drawing from structures outlined in partner engagement and customer engagement planning.
Program Execution Excellence
Establish and maintain structured execution frameworks (scorecards, status dashboards, joint workstream trackers, escalation paths).Own partner-related escalations, driving actionable clarity and leadership visibility.Track measurable KPIs for partner program success: health indicators, workstream progress, dependency closure, risk reduction, and compliance signals.Ensure leadership has crisp, timely updates, including executive summaries, talking points, risks, and decision asks.Embody our culture and values.
Qualifications
Required Qualifications:Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.6+ years of experience managing cross-functional and/or cross-team projects.
Other Requirements:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Citizenship & Citizenship Verification:  This role will require access to information that is controlled for export under export control regulations, potentially under the U.S. International Traffic in Arms Regulations or Export Administration Regulations, the EU Dual Use Regulation, and/or other export control regulations.  As a condition of employment, the successful candidate will be required to provide proof of citizenship, U.S. permanent residency, or other protected status (e.g., under 8 U.S.C. § 1324b(a)(3)) for assessment of eligibility to access the export-controlled information. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified with a valid passport. Lawful permanent residents, refugees, and asylees may verify status using other documents, where applicable.
Preferred Qualifications:
Bachelor's Degree Computer Science, Engineering, Data Science, Math, Business, or related field AND 12+ years experience in engineering, product/technical program management, data analysis, or product development
OR equivalent experience.10+ year(s) experience managing cross-functional and/or cross-team projects.10+ year(s) experience leading and managing customer facing projects.8+ years in Product Management or related roles in cloud/platform/security ecosystems.Proven experience managing strategic partnerships or customer/partner relationships.Ability to drive multi-stakeholder alignment across engineering, BD, and legal/regulatory functions.Strong communication skills, executive presence, and ability to be effective in communications based on relevant audiences.Strong analytical and program leadership capabilities with experience structuring cross-company programs.Active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph.
Technical Program Management IC6 - The typical base pay range for this role across the U.S. is USD $163,000 - $296,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $220,800 - $331,200 per year.
