Cloud Operations + Innovation (CO+I) is the team behind one of the World’s largest Cloud Infrastructures, responsible for developing, building and maintaining the entire Microsoft Cloud. Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide, and we are looking for a passionate Senior Technical Program Manager to help achieve that mission.Within CO+I, the Global PM Team manages the delivery of datacenter capacity for Microsoft’s Cloud Business across the globe. We have a portfolio of complex projects that require oversight from End-to-End. The Senior Technical Program Manager provides CO+I centralized management of corporate controls and leadership oversight through the life cycle of a project build. This role will be a vital connection and orchestration point to ensure we have clear global standards and governance criteria for cross-org leadership sign-off and translating those into business requirements for platform implementation.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ. Relocation support will be provided, and successful candidates must relocate or reside within 50 miles of the hub office location. This role is eligible for hybrid or remote work, up to 100%.

Portfolio management to ensure overall health of the full build portfolio across all milestones, identify gaps/issues, assisting E2E and project team with blockers, and driving data analysis on trends for senior leadership to drive critical business decisions. Responsible for scaling our governance framework to an enterprise-level business operation that focuses on efficiency, standardization and agility through the build life cycle. Thought leader and trusted advisor driving strategic decisions with our leadership team for our Regional Milestone Review (RMR) governance platform and process. Lead large-scale global strategic initiatives from ideation, charter, planning through to execution and rollout Coordinate with all segments and functional organizations across CO+I at both the executive and project team levels, to ensure clarity on milestone requirements, workflow and process. Primary business point of contact interfacing with engineering and translating those requirements into an enterprise-level solution and platform that can scale to meet the capacity growth in CO+I. Own and drive cross-org user experience testing, capture actionable feedback and drive engineering engagement to ensure implementation aligns with business requirements. Drive analysis on current inefficiencies and develop out-of-the box solutions that contribute to overall business goals and strategies, enabling us to scale to meet projected demand growth for our cloud business. Develop documentation and process mapping to ensure clear governance guidelines for all CO+I execution teams. Manage global communication channels, track adoption, and ensure compliance against new requirements and process changes. Drive quality control reviews at the regional and executive levels to ensure all accountabilities are met and the bar for leadership approval is achieved. Standardize and operationalize practices across our global portfolio, while accounting for regional variances in execution. Lead development and tracking of success and performance metrics (OKRs) as well as Key Performance Indicators (KPIs) such as adoption, volume, training, cycle time, and impact. Qualifications
Required/Minimum QualificationsBachelor's Degree in Business, Operations, Finance or related field AND 4+ years' work experience in program management, process management, process improvement.OR equivalent experience2+ years experience managing cross-functional and/or cross-team projects.2+ years of advanced PowerPoint Presentation skills to executive leadership.

Organizational change management experience and driving org-wide initiatives through planning, implementation and through to rollout and execution Experience coordinating and driving project accountability across multiple time zones and geographies. Skilled at articulating process and workflow into technical business requirements. Able to work in a highly matrixed regionally dispersed work environment. Construction related experience. Effective interpersonal, communication and presentation skills - ability to communicate clearly (through PowerPoint) and effectively within multiples levels of an organization. Comfortable working with ambiguity and adept at using data to influence decision making. Demonstrated influencing skills, with proven ability to handle multiple stakeholders and work streams across various levels of the organization, and prioritize as needed, including pushing back. Become a trusted advisor - providing direction and guidance to internal stakeholders answering related questions or issues, while demonstrating a positive attitude. Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.
