We are seeking a Senior Technical Program Manager - Insider Risk. The Microsoft Insider Risk Program is dedicated to safeguarding our people, data, and intellectual property from internal threats that could compromise the security and integrity of the company. Built on a foundation of innovation and collaboration, the program combines proactive detection, advanced data analytics, and effective response mechanisms to identify and mitigate insider risks. Our team is focused on developing advanced detection and response capabilities, as well as proactive insider risk identification, enabling Microsoft to remain resilient against internal risks in an ever-evolving threat landscape.
As part of this program, you will play a critical role in Microsoft in leading Insider Risk operations. The ideal candidate will have a strong background in insider threat, risk management, counterintelligence, and leadership, with a proven track record of managing complex security programs.

Responsibilities
Leadership and Strategy: Lead Insider Threat operations in alignment with key stakeholders, Microsoft policy, and evolve, lead, and coordinate comprehensive insider risk management strategy that aligns with Microsoft's overall security objectives. Collaboration & Program Management: Partner across multiple disciplines, including Insider Threat Operations, Microsoft Counterintelligence Program, Tip of the Spear, Cyber Defense Ops, HR, CELA, and Privacy teams. Proactively coordinate, develop, and deliver leadership reporting in assigned area of responsibility. Guide and coach project teams to define success criteria, driving collaboration and ensuring alignment on outcomes, objectives, and roadmap.Incident Response: Coordinate Incident Response for potential insider threat alerts. Collaborate with relevant owners to ensure comprehensive and effective response and follow-up activities. Partner with Insider Risk Fusion Center to share information and coordinate response in multifaceted threats. Training and Awareness: Provide input to corporate education programs, training, and/or standards to raise awareness of insider risks and promote a culture of security within the organization. Support requests for customer-facing training or educational engagements related to Microsoft Insider Risk Program.Metrics and Reporting: Develop and maintain metrics to measure the effectiveness of Insider Threat activities. Provide regular updates to senior leadership on program status and key metrics in areas of responsibility. Establish and manage Objectives and Key Results for areas of responsibility.

Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product developmentOR equivalent experience.2+ years of experience managing cross-functional and/or cross-team projects.Other Requirements:Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
The successful candidate must have an active U.S. Government Secret Security Clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination.Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment. Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Citizenship & Citizenship Verification: This role will require access to information that is controlled for export under U.S. export control regulations, potentially under the International Traffic in Arms Regulations or the Export Administration Regulations.  As a condition of employment, the successful candidate will be required to provide proof of citizenship, for assessment of eligibility to access the export-controlled information. To meet this legal requirement, citizenship will be verified via a valid passport.
Additional or preferred qualifications:Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product developmentOR equivalent experience.6+ years of experience managing cross-functional and/or cross-team projects.1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).6+ years of experience in insider threat, insider risk, or equivalent field, with at least 3 years in a leadership role.4+ years people management experience.8+ years of experience managing cross-functional and/or cross-team projects.Experience working with HR, legal, and compliance teams to ensure alignment with company policies and regulations.Excellent communication and interpersonal skills, with the ability to influence and build relationships with stakeholders at all levels.Relevant certifications such as CISSP, CISM, or CISA and/or PMP are highly desirable.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
