Microsoft has an exciting opportunity for a Technical Program Manager II in the Cloud+AI Silver and Sovereign Team. This team will be responsible for deploying and operating services within an air gapped environment, including the infrastructure for collaboration. 

In this role, you will have the opportunity to work with engineers who enable a broad set of Azure services to be consumed by internal and external customers in highly secured and regulated industries. The systems and software you build will be required to meet the security policy and assurance requirements of both public and private sector customers.

Drive and effectively manage strategic and complex projects with executive visibility and critical dependencies across a variety of cross functional teams.Develop a deep understanding of how government customers use Azure and their need for differentiating technologies with data sensitivity top of mind.Engage colleagues across a large, diverse, and distributed organization to drive decisive action that delivers results for expanding the market for Azure across international governments.Partner with engineering, infrastructure, marketing, compliance, finance, legal, and other Microsoft teams to translate customer demand signals into platform priorities to unblock Azure growth.Remove customer barriers to cloud adoption by ensuring government-relevant infrastructure, security, and identity requirements are built into Azure services to support sensitive government workloadsEstablish and drive the rhythm of business (meeting cadence), core set of stakeholders, and right sized reporting to offer rigor and transparency while still allowing the team to move fastTraditional PM functions: quality control, risk management, developing and tracking project schedules, working with key stakeholders, effective and efficient decision making, meeting deadlinesConduct workshops with customers to elicit requirements and provide advice on design, development, and deployment of secure applications.Be Voice of Customer to share insights and best practices, engage Engineering teams to remove blockers.

You will be accountable for:

Analysis of Customer and Market Signals – Partner with sales team to engage customers to understand mission workloads to develop solutions to address business, program, customer needs, and/or market opportunities. Make informed prioritization recommendations based on customer demand signals and market trends to ensure return on investment with alignment to Microsoft strategy. Collaborate with key stakeholders others to ensure solutions satisfy customer requirements and drive greatest value to the business.Service / Product Definition – Partner with engineering teams to design architecture and integrate customer solutions that address priority customers and broad market needs. Define program goals and prioritize feature requests into feature release milestones. Define success criteria and performance metrics while managing delivery and actively identify and mitigate risks using data driven approaches.Service / Product Development – Drive cross functional team orchestration for complex delivery of features against the service/product roadmap. Develop, track, coordinate, and manage risk of end-to-end project delivery schedules at tactical and executive levels. Understand critical path and dependencies to hold stakeholders accountable adjusting as needed to ensure successful project delivery.Service / Product Performance – Identify, collect, and summarize performance metrics to derive deep insights to lead to course corrections and optimizations. Leverage customer listening, telemetryEmbody our culture and values.

Qualifications

Required/Minimum Qualifications:

Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.1+ year(s) of experience managing cross-functional and/or cross-team projects.

Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

Candidates must have an active TS/SCI and be willing to upgrade to TS/SCI (with polygraph). This role will require candidates to maintain the TS/SCI (with polygraph) clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination.Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. Preferred/Additional Qualifications:

4+ years of industry experience in engineering, product management, or technical program management with an emphasis on government and industry customers that are mission focused and/or deal with sensitive and classified workloads. Be able to ramp quickly to understand and solve complex problems. This might be integration of technologies or environmental issues that are blocking a scenario for a customer. Awareness of engineering practices and engaging engineering teams so that you can express and drive new feature requirements in Azure. Ability to leverage telemetry and diagnostics to derive insights that add value to our operations. The technical aptitude and experience to learn new technologies and understand relevant cloud trends quickly Ability to deal with ambiguity, navigate uncertain situations, and drive for clarity Proven problem solver. Demonstrated experience working with multiple stakeholder groups such as engineering, customers, end-users, and executives.Ability to work in a dynamic, fast-paced environment with lots of context switchingTechnical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $100,600 - $199,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $131,400 - $215,400 per year.
