Description

Join the Manufacturing Test Solution (MTS) team within Microsoft’s Windows + Devices Group, where innovation meets precision in delivering world-class Surface and Xbox products. As a Technical Program Manager II, you will lead the delivery of complex, cross-functional programs that span both hardware test systems and enterprise-scale software platforms supporting global manufacturing operations.

As a Technical Program Manager II, you will own program schedules, budgets, and stakeholder alignment across engineering, operations, and supplier teams. You will drive the development and deployment of manufacturing test strategies for key subsystems—RF, audio, optical, touch, and sensors—while also managing the software lifecycle for internal tools, data platforms, and automation frameworks.

This position plays a critical role in Microsoft’s modernization journey, leveraging AI, digital management tools (e.g., Power BI), and predictive analytics to improve test coverage, reduce cycle time, and enable data-driven decision-making. You will help shape the future of manufacturing test engineering by integrating business rigor with technical depth in a fast-paced, product-driven environment.

Own program schedules, budgets, and delivery milestones across hardware test systems and software platforms, ensuring alignment with product development timelines and factory readiness.Lead enterprise software development efforts supporting manufacturing test infrastructure, including sprint planning, backlog management, and release coordination with internal and external engineering teams.Drive program execution across hardware and software domains, ensuring cross-functional alignment, risk mitigation, and timely delivery of integrated test solutions.Drive stakeholder engagement and cross-functional collaboration, translating technical requirements into actionable plans and ensuring clear communication across engineering, operations, and supplier teams.Manage supplier and partner relationships, overseeing delivery of both hardware testers and software components, and ensuring quality, compliance, and cost-effectiveness.Utilize digital tools and platforms (e.g., Power BI, Azure DevOps, GitHub Enterprise) to monitor KPIs, visualize test data, and support predictive analytics for yield and quality improvements.Champion continuous improvement and innovation, identifying opportunities to modernize test infrastructure and software workflows in support of Microsoft’s frontier firm transformation.

Qualifications

Required Qualifications:

1+ year(s) of experience managing cross-functional and/or cross-team projects.Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.Experience managing enterprise-scale software development efforts, including sprint planning, backlog grooming, and release coordination across internal and external teams.Experience presenting program status, risks, and trade-offs to senior leadership and cross-functional stakeholders.Experience working with suppliers, contractors, or external development partners to deliver integrated hardware-software solutions on time and within budget. Preferred Qualifications:

Familiarity with manufacturing test systems and factory operations, including test coverage planning and yield analysis.Proficiency with digital management and analytics tools such as Power BI, Azure DevOps, GitHub Enterprise, or equivalent platforms.

Demonstrated ability to balance technical depth with business acumen, driving decisions that optimize cost, quality, and time-to-market.Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $100,600 - $199,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $131,400 - $215,400 per year.
