Azure API Management (APIM), part of the Developer Division at CoreAI, offers a comprehensive solution for managing the full API lifecycle—securing, governing, and controlling APIs. The platform empowers thousands of developers globally to build and manage Agentic, Web, Mobile, Event-Driven, and internet of things (IoT) applications. It also underpins key Microsoft services like Azure AI Foundry, Logic Apps, Copilot Studio, Power Platform, Bing, and more—enabling rich developer and consumer experiences.

We are looking for a passionate, driven, collaborative and talented Technical Program Manager II who will partner with various service owners across APIM and API Hub services. As a Technical Program Manager II owning livesite fundamentals, you will lead operational excellence across cloud services by driving key metrics such as service level Indicators (SLI's), time to detect (TTD), and annual interruption rate captured by outage declaration (AIR-OD), and managing incident response and quality retrospectives. You’ll collaborate with engineering teams to implement best practices, design infrastructure tooling, and support service reliability through strategic and tactical execution. This role demands proven technical acumen, cross-team influence, and a passion for improving service quality, security, and customer experience at scale.

The ideal candidate will drive strategic quality initiatives by identifying gaps in service reliability and driving cross-team adoption of best practices and standards. They will champion continuous improvement through retrospectives, tooling enhancements, and alignment with central quality frameworks to elevate operational excellence.

To be successful in the role, candidate will require interpersonal skills, influencing without authority, drive for results, and collaboration in addition to a proven track record in technical program management and operational excellence.

Drive service livesite. Run daily livesite scrums and weekly retrospectivesTrack and drive repair itemsAnalyze service interruptions and incidents patternsOwn SLIs, TTD, time to mitigate (TTM) (and other TTX metrics, such as time to notify, etc.), pilot escapes, AIR-OD and other livesite metricsEstablish and evolve livesite processes. Work with engineering owners to implement best practices.Drive tooling and infra feature design and implementationInfluence and drive adoption of quality best practices and standards. Identifies new opportunities and works with the central teams to supplement existing quality standards.Deliver technical and high-level presentations. Present in various forums such as Fundamentals and other exec reviews.Drive multiple projects at any given time

Qualifications

Required Qualifications:

Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.2+ years of experience as a Technical Program Manager or in a technical role with systems experience2+ years of experience working in the Cloud domain.1+ years of experience managing cross-functional and/or cross-team projects and management of complex cross-group, cross-business, cross-disciplinary projectsExperience using AI tools

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

Proven technical problem-solving and analytical skills.Good understanding of cloud architecture, telemetry, and monitoring systems.Experience with high-availability systems and incident/problem management.Excellent communication and stakeholder management abilities.Proven ability to influence without authority and drive results across teamsNegotiation skills to drive repair items/investments with engineering managers. Knows tradeoffs.4-years degree in Computer Science/Computer Engineering, or equivalent experience

Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $100,600 - $199,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $131,400 - $215,400 per year.
