The CISO Operations Security Implementation & Capability (OSIC) team plays a critical role in turning the CISO strategy into reality. OSIC is responsible for scaling, systematizing, and operationalizing cybersecurity initiatives across the CISO Organization and across Microsoft. OSIC ensures that cybersecurity programs are well-designed, consistently executed, measurable, and sustainable at Microsoft’s global scale.
We are looking for a Senior Technical Program Manager (TPM) to join our CISO Operations Security Implementation & Capability (OSIC) team.In this role, you will design, implement, and lead complex, cross-organizational programs that advance our CISO Organization’s cybersecurity strategy. As a Senior TPM, you will be responsible for translating strategic goals and priorities into executable programs, providing leadership in program development, and ensuring alignment across teams to deliver critical outcomes. You will partner closely with stakeholders at all levels of the organization to design and deliver a wide range of priorities.

Responsibilities
Translate CISO strategy into executable programs by designing frameworks and architectures. Build repeatable, automated workflows that extend across the organization and scale beyond individuals. Lead complex, cross-organization initiatives by aligning engineering, security, operations, risk and compliance, and leadership around shared goals and outcomes. Leverage AI and data-driven insights to increase speed, accuracy, and impact of our CISO Operations. Create executive-ready materials and narratives by synthesizing complex technical and operational inputs into clear recommendations that inform leadership decisions.

Required/minimum qualifications
Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, or product development OR equivalent experience.2+ years of experience managing cross-functional and/or cross-team projects.
Other RequirementsAbility to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter. Additional or preferred qualificationsBachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product developmentOR equivalent experience.6+ years of experience managing cross-functional and/or cross-team projects.1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos). Demonstrated experience leading complex, cross-functional programs in environments with high ambiguity, competing priorities, and evolving requirements.Strong program leadership and influence skills, with a proven ability to align diverse stakeholders and deliver outcomes across organizational boundaries.Executive-level communication capability, including experience synthesizing complex technical and operational topics to senior leaders.Agile problem-solving mindset, with the ability to apply structured thinking, experimentation, and judgment to a wide range of unfamiliar or undefined problems.Analytical and systems-thinking skills, synthesizing qualitative and quantitative inputs into clear recommendations.Ability to operate effectively in fast-paced environments, managing multiple initiatives simultaneously. Technical literacy in security, engineering, or adjacent technical domains, enabling effective partnership with technical teams.Product-oriented thinking, with experience contributing to product strategy or providing meaningful product feedback.Experience working with enterprise cybersecurity tools (e.g., endpoint protection, identity, threat detection, or security operations platforms) and partnering with teams that build or operate them.Experience in security incident response, including triage, stakeholder communication, post-incident reviews, or driving remediation efforts.Experience in security governance, risk, or compliance efforts, such as policy development, risk assessments, audits, or control implementation.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
