Cloud Operations + Innovation (CO+I) is the engine that powers Microsoft’s core cloud platforms and services used by millions of people every day. CO+I builds and operates the cloud infrastructure that enables Microsoft’s mission to empower every person and organization on the planet to achieve more. This role specifically supports Microsoft’s Air-Gapped Cloud (AGC) portfolio, which delivers mission-critical, highly secure, and compliance-driven workloads for customers with stringent regulatory, security, and operational requirements. AGC data center programs operate under elevated execution rigor, security controls, and contractual discipline, requiring close coordination across supply chain, construction, engineering, legal, and operations teams.

We are seeking a Senior Supply Chain Execution Manager to own end-to-end supply chain execution for AGC data center construction and infrastructure programs. This role is accountable for developing sourcing and contracting strategies with General Contractors (GC) and critical service providers, and for leading construction contract administration through active project execution. The role carries significant autonomy and accountability and serves as a primary interface between supply chain and cross-functional stakeholders—including Construction, Engineering, Legal, Cost, and Operations—to ensure projects execute in strict alignment with contractual requirements, commercial intent, schedule, cost, and AGC compliance standards.

Responsibilities

GC Sourcing & Contracting Strategy

Develop and influence sourcing and contracting strategies with data center construction projects.

Partner with Construction, Engineering, Cost, and Legal to define contracting models, commercial structures, risk allocation, and negotiation strategies.

Lead GC RFPs, bid evaluations, and sourcing decisions, ensuring alignment with AGC execution and compliance requirements.

Provide execution-focused input into contract terms to ensure constructability, schedule realism, and change management rigor.

Supply Chain & Contract Execution

Own execution of GC and construction contracts from award through closeout, ensuring compliance with scope, commercial terms, and risk provisions.

Serve as the supply chain lead for contract interpretation, administration, and enforcement during active construction.

Route and manage original Purchase Orders, contracts, and subsequent Change Orders through approved workflows, ensuring procedural and policy compliance.

Monitor the commercial, schedule, and risk impact of change orders and partner cross-functionally to align on mitigation strategies.

Supplier & Contractor Performance Management

Drive GC and contractor performance management in accordance with contract requirements, including delivery, quality, safety, and compliance.

Track performance against SLAs, milestones, and deliverables and lead escalation and remediation efforts as needed.

Lead and/or support supplier governance forums and Quarterly Business Reviews (QBRs), providing execution-focused insights and feedback.

Compliance, Governance & Risk

Ensure adherence to Microsoft procurement policies, AGC security and compliance requirements, and construction contract terms.

Identify execution, commercial, or compliance risks early and drive cross-functional resolution and contingency planning.

Support or lead supplier and contractor audits related to contractual and policy compliance.

Cross-Functional Collaboration

Partner closely with Construction, Engineering, Cost, Legal, Risk, Safety, and Operations to align sourcing strategy and execution decisions.

Act as a trusted advisor on GC contracting strategy, execution risk, and supplier performance.

Support early engagement on new AGC projects to ensure sourcing and contracting strategies reflect execution realities.

Continuous Improvement & Digital Enablement

Identify opportunities to improve GC sourcing processes, contract governance, and execution workflows.

Leverage data analytics to assess GC performance, forecast risk, and drive corrective actions.

Partner with IT and analytics teams to improve tools supporting sourcing, contracting, and execution in AGC environments.

Qualifications

Required/Minimum Qualifications:

Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 4+ years experience in data science/analytics, finance, project management, supply chain, and/or operationOR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience in data science/analytics, finance, project management, supply chain, and/or operationOR equivalent experience. Other Requirements:

Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 8+ years experience in data science/analytics, finance, project management, supply chain, and/or operationOR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 12+ years experience in data science/analytics, finance, project management, supply chain, and/or operationOR equivalent experience. Data center supply chain and procurement experience, including sourcing, contracting, and execution support for data center construction, infrastructure, or critical environment programs.

Demonstrated experience developing sourcing and contracting strategies with General Contractors, including negotiation and execution oversight.

Strong experience negotiating, administering, and executing high-value construction contracts, including General Contractor (GC), EPC, design-build, or major trade agreements.

Proven experience managing complex commercial structures, including change orders, claims, escalation management, and risk mitigation on active construction programs.

Experience supporting or leading supply chain execution for large-scale capital construction projects, preferably in data center or mission-critical environments.

Solid understanding of construction delivery models, contracting approaches, and execution risks typical of hyperscale or mission-critical facilities.

Ability to apply financial, analytical, and commercial rigor to construction and supply chain execution decisions.

Demonstrated ability to operate independently and influence outcomes across Construction, Engineering, Legal, Cost, and Operations without people-management authority.

Sourcing and Category Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
