We are responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. We are looking for a passionate, high-energy individual to help build the network that powers the world’s largest online services.Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and operations of those assets. We are looking to fill the critical role of Senior Procurement Manager who will engage in Long Lead Equipment Labor Execution.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.
Relocation support will be provided, and successful candidates will need to relocate or reside within 50 miles of the hub office location.
This role is eligible for hybrid or remote work, up to (50)%.

The role is responsible for partnering with the broader Global Supply Chain teams including Planning & Analytics, Supplier Quality and overall Site Projects team to meet the on-time delivery for a large, complex capital project. This role will partner with workgroups to drive strategy development and compliance through supplier selection, supplier selection and award, and contract management.
· Procurement
o Creates, aligns, and maintains sourcing strategies to continuously re-evaluate and improve Microsoft procurement of Field Services Labor for Long-Lead Equipment.
o Drives strategic initiatives and helps facilitate for appropriate rhythm of business (ROB) process
o Supports standards in negotiation strategies for load banking equipment.
o Assists in supplier selection, volume, capacity, contracting and performance management. Ensures alignment to Microsoft business goals, throughout.
o Understand industry contracting norms and Microsoft contracting requirements; participates and tracks negotiation and contracts that meet business goals.
o Proactively segments suppliers, utilizes engagement programs and analytics to improve performance and achieve business goals.
o Serves as contact point between suppliers and multiple regions across one or more complex purchasing categories, develops and executes supplier account plans detailing priorities and focus for the supplier relationship for the upcoming period.
· Field Service Technician/Engineer Management (OEM):
o Manage and oversee Supplier labor management in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.
o Manage schedule compliance and escalations from field team to support installation of LLE Equipment as required to drive efficiencies between Supplier and General Contractor
o Negotiate and manage any change orders for overtime, schedule compression and acceleration as needed.
· Change Order Management:
o Monitor and mitigate the impact of change orders to the project, and partners cross-functionally to resolve/escalate accordingly.
o Act as the commercial Subject Matter Expert and prescribe the appropriate entitlement and justification for all change orders.
o Negotiate Claims with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.
· Supplier Engagement & Performance:
o Manage post award delivery scheduling ensuring on-time delivery performance and reporting for site.
o Coordinate any scheduling delays from Field Service Labor to relevant stakeholders.
o Oversee supplier performance and interface cross functionally with both internal and external partners to proactively resolve issues.
o Manage technical risk management of design including timelines, SLA/KPI’s to ensure site timelines.
o Serves as a contact point between supplier and internal teams to execute complex post award alignment between suppliers and Microsoft as appropriate.
o Review available labor headcount available with LLE suppliers and actual headcount assigned to each site.
o Align resource constraints, attrition, and on-going recruiting programs
o Manage and oversee all site related escalations related to labor needs

Qualifications
Required QualificationsBachelor's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience (including internships) in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or OperationsOR Master's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 5+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or OperationsOR equivalent experience.Other Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications
Bachelor’s degree in technical or financial fields (engineering, finance, business administration, supply chain). Masters preferred.Able to integrate successfully into large-scale construction projects - large dollar contracts of over $50 Million.Hyperscale data center or large building construction experience in an owner or general contractor capacity Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting.High energy and drive to achieve results in midst of ambiguity and matrixed org.Technical ability to write contracts, ability to set up sourcing plans and negotiation strategies and execute them.Effective communicator that can interact with diverse groups across organizational levels.Familiarity with common process improvement methodologies (Lean, Six-Sigma, etc.) and ability to facilitate change management.Ability to implement new processes and get buy in from a cross functional team.Must be able to drive sourcing strategy and supply chain execution for multiple categories.Sourcing and Category Management IC5 - The typical base pay range for this role across the U.S. is USD $115,000 - $200,300 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $146,200 - $219,200 per year.
