Description
Microsoft's Global Learning & Skilling (GL&S) Organization plays a pivotal role in shaping Microsoft's future. This is achieved through an innovative AI-enabled skilling strategy resulting in best-in-class “work to skill” solutions motivating and supporting our employees, managers, and leaders in global skilling at scale. Concurrently, we are embarking on a visionary journey to revamp the company's operating model and skilling ROB, ensuring that Microsoft remains the leader, adapting through “always skilled talent” in a rapidly evolving world.With AI-enabled skilling at scale as a strategic business imperative, we are looking for a Senior Learning Development Program Manager to lead the alignment of anticipatory, progressive skill development initiatives to critical business needs. This includes leveraging AI to accelerate time to proficiency and ensure the practical development and application of new skills while working. This role focuses on scaling strategic skilling solutions across Microsoft. Reporting to the Director of Enterprise Skilling, this role will evolve and model L&D program management next practices, foster team alignment, and represent the work of the team to leadership and key stakeholders.

L&D Program Management
Assess new skilling solution requests by conducting needs analyses, defining learning objectives, and executing project agreements using AI-driven data analysis and insights. Utilize advanced AI tools (e.g., Copilot, AI agents) to personalize learning experiences and offer in-the-flow coaching and content recommendations tailored by intelligent algorithms. Pilot and scale AI-powered solutions such as predictive skills engines and AI learning advisors to forecast future skill needs and guide development through machine learning. Collaborate with the instructional design and learning operations teams to create AI-enhanced learning solutions from ideation to execution. Lead the creation and maintenance of project plans aligned to planning, designing, and executing custom AI-enabled skilling solutions. Manage the project budget, sourcing requests, and vendors, leveraging AI for optimization and efficiency. Steward AI-integrated skilling solutions through applicable reviews (CELA, HR Privacy, Global Readiness, etc.) prior to launch, partnering with instructional design where relevant. Develop program and content assessment/measurement plan using AI analytics to determine skilling solution effectiveness and implement iterative improvements based on feedback. Lead and oversee processes to ensure alignment across groups, including establishing and reporting against OKRs in alignment with overall AI-driven strategy. Maintain quality control to ensure all work meets high standards with AI monitoring systems. Manage multiple deadlines while prioritizing in a detail-oriented and organized manner with AI support tools.
Business Strategy & Operations
Understand organizational and leadership team’s strategic objectives to provide AI-enhanced recommendations on achieving demand targets across the learning portfolio. Align activities with the organization’s goals and business approach using AI insights. Synthesize information into AI-driven insights that inform business decisions and influence program leadership. Support and prioritize short and long-term planning efforts that capture the voice of the learner, utilizing AI sentiment analysis. Establish and maintain rapport with key decision-makers and stakeholders to represent their AI-related learning needs. Stay informed on portfolio development, launches, and releases to support leadership and team readiness with AI-generated updates. Serve as the main point of contact for the client, including owning project meetings with internal clients and associated follow-up actions with AI scheduling tools. Vocational qualification or higher education degree (e.g., Bachelor's Degree) AND 8+ years experience in Learning and Development, relevant technical roles, business development, field or sales, HR, customer success, collection management, research/restoration evaluation, industry, or program/project management OR Master's Degree or equivalent AND 6+ years experience in Learning and Development, relevant technical roles, business development, field or sales, human resources (HR), customer success, collection management, research/restoration evaluation, industry, or program/project management OR equivalent experience. A self-starter with a track record of outstanding performance and achieving goals Advaned interpersonal skills, oral, written, and verbal communications skills General knowledge of the L&D landscape, with the capacity to learn and retain knowledge about individual products and business solutions quickly and accurately Demonstrates commitment to career development and continuous or consistent learning through formal and informal efforts (e.g., change management, design thinking, adaptive leadership, management training, online courses). Technical Proficiency: Extensive knowledge and hands-on expertise with AI tools and AI-driven learning solutions. Industry Knowledge: General understanding of the Learning and Development (L&D) landscape, with the ability to swiftly learn and retain detailed knowledge about specific products and business solutions. Commitment to Growth: Demonstrated dedication to continuous learning and professional development through formal and informal efforts, such as training in change management, design thinking, adaptive leadership, and management training, or participation in online courses. Integrated Learning IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
