Overview

We are looking for a Technology Consultant with deep experience in cybersecurity and demonstrated subject matter expertise in compliance, authorization, and certification as applied to Microsoft cloud and cybersecurity service offerings. This includes hands-on knowledge of Federal Risk Management Framework (RMF), Authority to Operate (ATO) processes, Continuous Monitoring, and compliance requirements governing Microsoft cloud services and mission solutions.In this role, the consultant will collaborate with internal stakeholders throughout the pre‑sales lifecycle by understanding customer mission needs, assessing compliance and security requirements, and providing industry and technical guidance that shapes solution strategy. They will support the development of proposals and Statements of Work (SOWs), contribute to staffing and skill requirement definitions for Resource Deployment, and partner closely with Technical Delivery Managers (TDMs) and Project Managers to ensure successful delivery. The individual will leverage business, industry, compliance, and technology insights to map customer requirements to the secure adoption, accreditation, and optimization of Microsoft technologies.

The Technology Consultant engages cross‑functional teams to understand and refine customer requirements, articulates the business value of proposed solutions, identifies technical, security, and compliance risks, and recommends mitigations. They act as an ambassador for Microsoft by driving the consumption of intellectual property (IP) assets, tailoring existing IP, and creating repeatable content to accelerate secure cloud adoption.Microsoft is on a mission to empower every person and every organization on the planet to achieve more. Responsibilities

Business Development

Identifies opportunities to expand secure cloud adoption within DoD mission environments by aligning Microsoft capabilities to RMF, ATO, and cybersecurity compliance requirements. Demonstrates strong understanding of DoD‑wide accreditation structures and service‑specific nuances—particularly Navy compliance processes, eMASS workflows, and NAVWAR/NAVIFOR expectations. Facilitates team engagement to scale business by articulating how Microsoft technologies accelerate accreditation timelines, reduce compliance burden, and improve mission outcomes. Contributes to offerings that strengthen ATOaaS capabilities across all MilDeps and improve consistency of delivery.

Intellectual Property Management

Acts as an ambassador for Microsoft’s security and compliance IP, including RMF templates, inherited controls packages, secure architecture patterns, and ATOaaS accelerators. Tailors existing IP to DoD environments and creates repeatable content that can be leveraged across Army, Navy, Air Force, Marine Corps, and 4th Estate customers. Identifies gaps in DoD‑specific accreditation collateral and collaborates with portfolio/solution teams to improve and mature Industry Solutions’ ATO and compliance offerings.

Operational Excellence

Executes operational tasks with discipline, accuracy, and compliance with Microsoft Federal policies. Models adherence to security and delivery processes and guides team members in readiness, quality assurance, and compliance expectations tied to ATOaaS delivery. Reinforces rigor around documentation, labor logging, and secure handling of accreditation materials. Sets the standard for operational excellence across the ATOaaS workstream.

Pre‑Sales Support

Provides expert input on staffing, skill, and clearance needs for DoD cybersecurity and accreditation engagements. Collaborates with internal stakeholders to shape pursuit strategy by assessing mission requirements, RMF level of effort, inherited control opportunities, and accreditation milestones. Supports proposal and SOW development, ensuring alignment with DoD requirements, Navy‑specific processes, and the broader ATOaaS delivery framework across MilDeps.

Readiness

Continuously expands knowledge of DoD cybersecurity guidance, evolving RMF policy updates, and Microsoft secure cloud capabilities. Demonstrates readiness in eMASS, DoD Cloud Authorization processes, and service‑specific accreditation tooling or governance. Participates in technical communities, mentors peers on ATO lifecycle best practices, and provides thought leadership on secure architecture and compliance across DoD. Builds team capability by sharing patterns, conducting training, and guiding newer consultants.

Technical Delivery

Follows RICC processes and maintains current skills relevant to secure cloud, RMF, ATO, and DoD cybersecurity architecture. Provides technical leadership across workstreams to ensure solutions adhere to Microsoft architecture principles, DoD compliance expectations, RMF control implementation, and accreditation pathways. Leads customer meetings to interpret mission needs and map requirements to secure adoption of Microsoft cloud services using inheritance, shared responsibility, and compliance accelerators.

Proactively manages executive-level stakeholder relationships across MilDeps. Engages on RMF status, risk posture, ATO timelines, and compliance blockers—driving clarity, trust, and forward progress. Identifies drivers of dissatisfaction and implements recovery actions that reinforce secure, compliant solution delivery.

Participates in project planning by identifying accreditation dependencies, technical risks, and compliance milestones. Provides mitigation strategies and communicates mission/business value of secure cloud adoption. Supports PMs and architects in preparing materials for compliance reviews, security working groups, and stakeholder briefings.

Manages escalations related to security, RMF, or accreditation challenges across the ATOaaS portfolio. Coordinates with CSS, Solution Architects, Product Groups, and stakeholders to resolve issues quickly and in alignment with secure delivery best practices. Maintains alignment with the One Microsoft approach and contributes lessons learned to improve ATOaaS delivery across all MilDeps.

Qualifications

Required/minimum qualifications

Bachelor's Degree in Computer Science, Engineering, Finance, Business, or related field AND 3+ years leadership experience in relevant area of business OR equivalent experience. Other Requirements Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:  The successful candidate must have a minimum of an active U.S. Government Secret Security Clearance . Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination. Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.     Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. Technology Consulting IC4 - The typical base pay range for this role across the U.S. is USD $100,000 - $193,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $126,100 - $204,000 per year.
