As part of WDS, Device Partner Sales (DPS) plays a critical role in achieving this mission. We build, market and sell breakthrough AI-powered devices and cloud experiences with partners, including Original Equipment Manufacturers (OEMs), device distribution and reseller channels, Original Design Manufacturers (ODM), and Silicon providers. We work closely across the device partner ecosystem and internal teams to transform the world of computing.

As a Business Program Manager - Windows Investment Programs, you will shape and scale strategic licensing and programs for our partners that drive adoption of Copilot+ PC and AI solutions. You’ll use a consultant-like, data-driven approach to align licensing models and partner strategies with DPS priorities. You’ll orchestrate cross-functional execution across business groups, champion stakeholder success, and embed compliance and regulatory integrity into every program you lead.

As a Business Program Manager for Windows Technical Programs, you’ll lead the end-to-end design and execution of the technical incentive programs, from structure and requirements to partner disclosures and their performance in the programs. Your work will directly support Microsoft’s investment, product, and customer experience priorities across the Windows device ecosystem. You will drive scalable, partner-focused initiatives and lead large Windows programs with OEMs that drive technical priorities and power the global Windows device ecosystem through an optimized customer experience on devices. You will focus on simplifying complexity, enabling innovation, and accelerating adoption of secure, AI-ready Windows experiences. Your role will operate across the full program lifecycle, collaborating cross-functionally with Engineering, Business, Finance, Ops, and others to deliver clarity, compliance, and impact at scale. Business Program Manager - Windows Investment Programs performs non-technical project completion using an internal customer perspective, typically from initiation through delivery. Coordinate and collaborate with cross-functional teams through meetings and progress measurement activities which bring distinct, specific projects to completion both on time and within budget. This role has project management responsibility and no direct reports. This job manages specific projects that have a distinct beginning and end. This role acts as a trusted advisor to DPS management, DPS leadership, and to internal Microsoft and external partners, driving clarity and impact across your team. The role puts partners first, leveraging best practices and training that deliver results on time and on budget.

The Business Program Manager excels in change management, consultative skills, and executive communication. You think in multi-year horizons, crafting strategies aligned to business and partner priorities. You apply Microsoft skilling to execute with agility, removing friction, aligning teams, and delivering seamless partner experiences. You use data and market signals to guide decisions and adapt plans. You collaborate across business groups, product groups, and corporate functions, demonstrating One Microsoft culture while advocating for stakeholder success and embedding compliance into every program.

The Business Program Manager role involves extensive research and analysis of program landscape, market trends, and partner feedback to determine program scope and size.Effectively communicate and collaborate with cross-functional stakeholders to create project plans aligned with business objectives, setting success criteria and performance metrics using data to demonstrate impact. Lead communication plans, advocate complex programs, manage requirements, and ensure effective project execution and risk mitigation.Oversee project portfolios, manage finances, and communicate updates and risks to stakeholders. Collaboration with other teams ensures efficient program processes and change-management strategies. In Business Program Evaluation and Improvement, the role conducts cost-benefit analyses, evaluates performance metrics, and optimizes programs through data analytics. Leverage change management methodologies to help stakeholders adapt and adopt to changes while influencing organizational initiatives, developing change management strategies and ensure stakeholder buy-in. Qualifications

Required/minimum qualifications

Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience.4+ years work experience owning external client/partner relationships, budgets, and contracts4+ years work experience in leading compliance, audit, and data analytics of peronsal computer device business initiatives/programs 4+ years work experience leading strategy, proposals, executive influence, decision-making, and change management of peronsal computer device business initiatives/programsAdditional or preferred qualifications

Master's Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement OR equivalent experience.6+ years of experience managing complex programs and leading change initiatives, with a focus on delivering business outcomes across cross-functional teams and partner ecosystems.

6+ years of experience applying analytical thinking and creative problem-solving in dynamic environments, with demonstrated ability to prioritize and adapt to evolving business needs.

6+ years of experience collaborating across teams and functions, including negotiation, communication, conflict resolution, and process optimization to support strategic goals.

6+ years of experience working within the peronsal computer device business and Microsoft’s partner ecosystem, with insight into operational and strategic processes that support global engagements.

6+ years of experience supporting Windows business operations, including product lifecycle management, technical program execution, and alignment with business priorities.

Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $96,500 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $123,500 - $206,400 per year.
