Boeing Test & Evaluation (BT&E) is looking for an exceptionally qualified and highly motivated Chief of Safety who will be responsible for avidly leading a high-performing team of Flight Safety Officials while also maturing and continuously improving SMS processes within BT&E Flight Operations in Seattle, WA or North Charleston, SC. This is a high visibility position that will routinely collaborate with Boeing senior leadership in business units across the Enterprise. The selected candidate will effectively leverage the SMS four components to proactively identify and mitigate flight operations risk exposures in the commercial and military production environments as well as in experimental flight test. The position includes routine safety collaboration with business partners in EHS, quality, manufacturing and delivery center operations, as well as global commercial flight operations. The BT&E Chief Pilot Safety will consistently demonstrate and promote all Boeing Values in support of promulgating a positive safety culture within BT&E and the broader Enterprise.

In addition to maintaining qualifications as a flight crewmember (e.g. pilot, system operator), the prospective candidate will also provide support to managers and teammates with safety risk management activities. Other SMS duties include avid promotion of Boeing’s safety reporting programs such as the Aviation Safety Action Program (ASAP), Speak-Up and Enablon.

Position Responsibilities:

Actively promote and sustain a positive safety culture

Provide daily leadership and hands-on support for the implementation and continuous improvement of the Boeing Test & Evaluation (BT&E) Safety Management System (SMS), Flight Operations 14 CFR Part 125 voluntary SMS, and the BT&E UK aviation SMS, and the 14 CFR Part 142 flight simulator campuses

Support flight test, lab test, Global Engagement & Training, and flight operations SMS activities including safety risk assessments and safety investigations

Collaborate within a cross section of program disciplines in a very dynamic, fast-paced development and test environment to promote test excellence and mishap prevention

Develop and manage safety assurance activities, including auditing of critical safety processes

Oversee aviation safety reporting programs across BT&E

Promote safety through training, newsletters, and the creation of promotional materials such as posters and the BT&E SMS website

Manage BT&E SMS policy material including the development of written safety guidance such as BPIs, BPGs, and SAFE documents

Share SMS data with business partners to improve the entire business and enhance Enterprise safety, quality, and compliance

Develop Key Performance Indicators (KPI) to measure the health of the system

Maintain and mature an aircraft accident/incident emergency response plan and conduct periodic comprehensive drills that interface with external business units

Act as ASAP focal to ensure the program is used to report relevant information and understand safety trends

Collaborate with Enterprise SMS to learn from their reporting and ensure high hazards are elevated

Routinely collaborate with Quality Assurance (QA) and Environmental Health and Safety (EHS) counterparts

Lead and participate in incident investigations and root cause/corrective action analyses

Deliver oral and written presentations to peers, program management, senior leadership, customers, and regulatory agencies

Perform aircrew duties, including activities to conduct production/acceptance flights, document aircraft discrepancies and coordinate production aircraft certification efforts

Develop and execute integrated departmental plans, policies and procedures and provide input on departmental safety and technical strategies, goals, objectives

Manage, develop, mentor and evaluate safety experts within BT&E

Conduct effectiveness reviews to verify corrective actions are implemented and operating

Lead SMS Safety Action Group (SAG) meetings

Leverage the Boeing Problem Solving Model (BPSM) and Bowtie risk analysis tools to conduct risk analysis to find root causes and develop mitigations

Leverage metrics and data analytics to proactively identify focus areas from a safety risk and mitigation standpoint

Basic Qualifications (Required Skills/Experience):

5+ years of experience in aviation safety

Experience as a flight crew member (e.g. pilot, system operator)

Willing to travel up to 15%

Bachelor's degree or higher

Graduate of a safety management school certification class, or bachelor’s degree or higher in aviation safety management or similar

Expert level knowledge and demonstrated practical experience developing and implementing SMS programs compliant with FAA regulations and advisory circulars including 14 CFR Part 5, and AC 120-92D

Extensive knowledge and demonstrated practical experience developing, implementing, and managing aviation emergency response plans and conducting periodic comprehensive drills that interface with external business units

Experience investigating aviation safety events

FAA ATP or Commercial certificate with the appropriate endorsements

Excellent communication (verbal and written) skills

Experience performing analyses, producing reports, writing newsletters, and other safety promotional materials

Experience presenting oral and written system safety and risk presentations to peers, program management, and executive leadership

Preferred Qualifications (Desired Skills/Experience):

Working knowledge and practical application of Regulatory Article (RA) 1200: Air Safety Management

Experience as a Flight Safety Official, Aviation Safety Official (ASO) or Aviation Safety Investigator (ASI)

Experience with aircraft systems, flight test operations, test safety, aviation safety programs, test hazard analysis

Experience in accident and incident investigations and root cause analysis

Summary Pay Range: $175,950 – $254,150
