PSSC Project Manager

Preferred Location: Columbia, MD

Microsoft Services' US Public Sector Solutions Center (PSSC) utilizes proven Microsoft tools, practices and solutions development experts to develop mission-critical solutions for public sector customers. Operating from Microsoft's premises with all necessary infrastructure supplied, the PSSC's highly qualified personnel work hand-in-hand with customers, partners and other Microsoft teams to deliver professional solutions within reduced time and financial boundaries, and with increased predictability of success.

The PSSC Project Manager (PjM) is responsible for the execution of complex application development projects within a formal Statement of Work (SOW) to drive predictable behaviors in terms of project process and outcomes (accomplished on time, on budget, and according to customer specifications). The PjM is responsible for project delivery quality, profitability and customer satisfaction, among other metrics. He/she works closely with internal and external stakeholders, such as the Engagement Manager and Customer Project Manager.

The Project Manager responsibilities include:
o Delivers engagements within the constraints of schedule, features/functionality, and budget.
o Manages the work that must be done in order to deliver an integrated solution usually composed of solutions, services, or a formalized solution offering
o Establishes a strategy of continuous risk and issue identification and management that enables proactive decisions and actions throughout the project life cycle.
o Creates an environment to support issue and risk management where the project team has visible, measurable, and repeatable processes for managing these issues and risks
o Executes established policies and procedures for the project, e.g. quality assurance, team reference guide, communication plan, and setting up the environment.
o Manages MCS resources, partners and/or customer resources and materials used to complete tasks in a project.
o Maintains the Master Project Plan, Master Project Schedule and SDM deliverables.
o Stays current and involved in collecting conditions of the project relative to resources (people and optionally funding/cost), schedule (time), and features (the solution and its quality) as specified by the established project protocol. In addition, performs the process of comparing actual performance with planned performance, analyze variances, evaluate possible alternatives and take appropriate corrective action (control) as specified by the established project protocol.
o Collects, reviews and publishes project status with regard to resources (people and optionally funding/cost), schedule (time), stakeholder management, and features (the solution and its quality) that influence project performance and completion.
o Follows the principles of Microsoft Services Delivery Methodology (SDM) in project delivery.

The role requires both deep project management experience in a consulting organization, and broad technology knowledge with the ability to facilitate the architecting of solutions by mapping common customer business problems to reusable end-to-end technology solutions. The capability to be effective requires a senior executive who has held strategic leadership roles within Microsoft and/or executive leadership positions within global services or Fortune 1000 corporations. The ability to easily and effectively connect and relate to senior customer executives is an imperative. The role requires a technically strong project manager who is resourceful, confident under pressure, and has demonstrated skill in both crisis management and expectation management.

o Bachelor's or Master's degree (Computer Science or Technical degree preferred).

o 10+ years related business and IT project management experience required; at least 5 years working within the Public Sector (Educational, State and Local Government and/or Federal Government) preferred.

o Proven experience managing application development projects through all phases of a solution's or application's lifecycle in a consulting organization, with demonstrated expertise and proven abilities in risk management and mitigation, and business value or strategy consulting.

o Understanding and experience using Agile / iterative methodologies
o Strong executive presence and demonstrated ability to build, extend and maintain senior client relationships
o Exceptional communication, team building and mentoring skills
o Demonstrated capability in developing professional talent
o Demonstrated ability to lead client and consulting teams
o Competency in Analytical Problem Solving, Customer/Partner Relationships, Product & Technology Expertise, Project Management, Strategic Insight
o Experience using Microsoft Project to develop WBS and Project schedules
o Project Management Professional (PMP) certified
o Experience using Microsoft Team Foundation Server

o The successful candidate must be a U.S. Citizen, be required to hold or be able to satisfactorily complete a US Government Security Clearance based on a Single Scope Background Investigation (SSBI) at the Top Secret/Sensitive Compartmented Information Level.

The position will require travel to customer sites. The selected candidate must be able to start within 30 days of offer acceptance.
